Under the False Claims Act, those who knowingly submit false claims for payment of government funds are liable for damages, and people with evidence of fraud can sue on behalf of the government. Those who do are called “relators” or “whistleblowers,” and are eligible for 15 to 30 percent of the amount recovered.
